Sheikh Mohammed Approves Law on Government Land Allocation in Dubai

In his role as Ruler of Dubai, His Highness Sheikh Mohammed Bin Rashid Al Maktoum has issued Law No. (6) of 2025, regulating the allocation of government land plots to public entities in Dubai. This law is designed to align land distribution with the city’s ambitious Dubai 2040 Urban Master Plan, promoting efficient use of government resources and facilitating the work of public entities.

The primary objective of the law is to streamline the allocation process, ensuring that government land is provided to federal and local public entities based on their specific needs. These entities will use the land to carry out their responsibilities, deliver services, and build the necessary infrastructure to fulfill their legal functions.

Under the law, Dubai Municipality is entrusted with overseeing land allocations in compliance with Law No. (16) of 2023 on Urban Planning. The municipality will receive land requests from public entities, assess the necessity of the requested plots, and determine their size and location. Additionally, Dubai Municipality will manage a registry of land data and collaborate with the Land Department to ensure consistency between the two registries.

The new law also grants Dubai Municipality the authority to reclaim land allocated to public entities if it is no longer needed or if the land is not being used as specified. In such cases, the municipality can change the location of the land or remove any constructions, following the outlined conditions for land recovery.

The criteria for land allocation focus on factors like economic need, security, social considerations, and service delivery. The law also emphasizes the availability of land and the importance of its proposed use in shaping the city’s future.

To ensure proper implementation, the chairman of the Executive Council of Dubai will issue any required decisions. The law will come into effect 30 days after being published in the Official Gazette, replacing any conflicting legislation.

This step is part of Dubai’s ongoing efforts to enhance governance, urban planning, and service delivery, further solidifying the city’s commitment to sustainable growth and development.
