In a very major diplomatic move, the White House on September 29 issued a gag order about a 20-point peace plan for Gaza during a joint press conference with Israeli Prime Minister Benjamin Netanyahu. Led by U.S. President Donald Trump, this proposal aimed to bring an end to the Gaza conflict, to the endless running of which it has been subjected, so that reconstruction and governance reform in the region may begin.”
Hamas replied positively on Friday when it announced that it was ready to initiate immediate negotiations regarding the release of all Israeli hostages and a lasting ceasefire based on the plan articulated by President Donald Trump.
1. A Peaceful, Terror-Free Gaza
Gaza will be established as a safe and deradicalized area that will not provide a threat to its neighbors, creating stability and peace for the region.
2. Building Gaza for the People
The rebuilding of Gaza’s infrastructure and economy will be rebuilt to improve the lives of its inhabitants, who have faced years of hardship.
3. Stop the War Immediately
Once an agreement is reached between both sides to the proposal, fighting will stop. Israeli forces will withdraw to a mutually acceptable line of withdrawal in anticipation of the release of hostages. All military action will be halted, including airstrikes and ground activity until full conditions of withdrawal are implemented.
4. Hostage Release Within 72-hours
Upon Israel formally endorsing the plan, all hostages, whether living or dead, will be released within three days.
5. Exchanging Prisoners
After releasing the hostages, Israel will release 250 prisoners sentenced to life sentences, as well as 1,700 Gazans imprisoned after October 7, 2023. Along with all women and children, for each deceased Israeli hostage released, 15 Gazans’ remains would also be released.
6. Amnesty and Safe Passage for Hamas Members
Hamas members will receive amnesty if they denounce violence and agree to peaceful coexistence. While those Hamas members desiring to leave will be granted safe passage to a third-party country willing to receive them.
7. Immediate Humanitarian Aid
Once the agreement is confirmed as accepted, we will flow aid into Gaza right away, matching or exceeding the amount set out in the Jan 19, 2025 humanitarian deal for it to be spent on restoring essential services such as, but not limited to, water, electricity, hospitals, bakeries, and removing rubble.
8. Consistent Humanitarian Aid Delivery
The distribution of all humanitarian aid will be managed through neutral global agencies, with the UN and the Red Crescent leading the effort. All parties in this process will not interfere with the aid distribution. The same terms as the January 2025 agreement will apply to the operation of the Rafah crossing.
9. Transitory Governance: Technocratic Committee
Gaza will be governed transiently by an independent Palestinian Committee comprised of professionals and experts from international organizations. International oversight will be provided by a global organization called the “Board of Peace”, chaired by President Trump and consisting of leaders from around the world such as former Prime Minister of the United Kingdom Tony Blair. The Board will oversee the reconstruction of Gaza until the Palestinian Authority prepares to take full governing authority after completing discourse a reform program.
10. Trump’s Economic Development Initiative
There will be a new program for development to facilitate collaboration with leading global economic planners who have assisted in developing successful modern cities systems in the Middle East. The initiative will work to establish a plan to attract investment and create jobs to revive a sustainable economy in Gaza.
11. Creation of a Special Economic Area
A special trade zone will be established to promote business and investment attraction through advantageous tariffs and trade arrangements made with those countries that choose to participate.
12. Freedom of Movement for the People of Gaza
No one will be forced to leave Gaza. People are free to go should they choose, and those who leave will have a right to return. The plan encourages people to remain in Gaza to be able to rebuild their homeland.
13. Total Demilitarization of Gaza
There will be no role for Hamas and other groups to the governance of Gaza. All military and terror elements—including tunnels and weapons production—will be dismantled. Weapons will be decommissioned with independent supervision, with an international buy-back and reintegration program funded.
14. Regional Guarantees for Peace
Regional countries will assist with guarantees with respect to Hamas and others to fulfill their obligations and that the new Gaza will remain peaceful and pose no threats.
15. Deployment of an International Stabilization Force (ISF)
A multinational peacekeeping army will deploy to Gaza under the U.S. and regional partners’ auspices. The ISF will train Palestinian police, coordinate with Egypt and Jordan and similarly work to prevent smuggling of weapons while supporting secure trade and reconstructive efforts.
16. No Israeli Occupation or Annexation
Israel will not occupy or annex Gaza. As the situation stabilizes with the ISF introduced, the IDF will gradually withdraw in phases based on previously agreed to milestones. A limited security presence will remain temporarily to guard against the return or resurgence of terror threats.
17. Continuation in Peaceful Areas
If Hamas delays or rejects the proposed steps, reconstruction and aid efforts will proceed in the areas that have been cleared of terror groups, and have been transferred to the ISF.
18. Strengthen Advanced Interfaith Dialogue
An interfaith dialogue program shall be established to promote respect and tolerance among Palestinians and Israelis and to transform attitudes toward each other for peace and cooperation.
19. Road to Palestinian Statehood
As Gaza is rebuilt and the Palestinian Authority carries out its reforms, the plan provides a credible route to Palestinian self-determination and eventual statehood, accomplishing a long-desired aspiration of the Palestinian people.
20. U.S.-Led Dialogue
The United States will work to re-engage a durable political dialogue between Israel and the Palestinians, looking to create conditions for peaceful coexistence and prosperity for both.
